India’s Rice Exports Surge: A Record October Reflects Strategic Policy Shifts

India’s rice export sector is witnessing remarkable growth, with October 2024 setting new records. Exports crossed the $1 billion mark, registering an 85.79% year-on-year increase, thanks to strategic government measures to boost shipments. This performance underscores India’s dominance as a global rice exporter and highlights the effectiveness of recent policy interventions.


October’s Milestone Achievement

  • Value of Exports:
    India exported rice worth $1,050.93 million in October 2024, up from $565.65 million in October 2023. This significant rise follows a jump from $694.35 million in September 2024, showcasing the momentum gained after policy changes.
  • April-October Growth:
    Total rice exports during April-October 2024 rose by 5.27%, amounting to $6,171.35 million, compared to $5,862.23 million in the same period of the previous year.

Policy Actions Driving Growth

The surge in rice exports is a direct result of proactive government steps taken in recent months:

  1. Export Restrictions Eased:
    • The ban on Non-Basmati White Rice exports was lifted on September 28, boosting shipments.
    • A Minimum Export Price (MEP) of $490 per tonne was introduced but removed on October 23, further easing trade.
  2. Reduction in Export Duties:
    • On September 27, the government removed the 20% export duty on Non-Basmati White Rice and halved duties on other rice categories, including parboiled and husked rice.
    • By October 22, all export duties were reduced to nil, significantly increasing the competitiveness of Indian rice in global markets.

Production Strengths Bolster Exports

India’s rice production is projected to hit a record high of 119.93 million tonnes for the Kharif season 2024-25, up 5.89% from last year’s output of 113.26 million tonnes. This bumper harvest has eased supply constraints, enabling the government to liberalize exports.


India’s Position in Global Rice Trade

  • Market Share:
    India is the largest exporter of rice, accounting for 33% of global rice exports (17 million tonnes) in 2023, according to USDA data. Although slightly lower than 2022 (40%), India remains ahead of competitors like Thailand and Vietnam.
  • Production Dominance:
    India and China together produce over half of the world’s rice. However, China consumes most of its production, leaving India as the principal global supplier.

Export Categories and Contributions

India’s rice exports are divided into Basmati and Non-Basmati categories:

  • Non-Basmati Rice: Six subcategories, including parboiled, white, and broken rice, form the bulk of exports.
  • Basmati Rice: A premium segment, Basmati constitutes about one-third of India’s total rice exports.

In 2023-24:

  • Basmati Exports: 52.42 lakh tonnes
  • Non-Basmati Exports: 111.16 lakh tonnes

Challenges and Outlook

While India’s rice exports are soaring, maintaining this momentum requires addressing several challenges:

  1. Competition: Thailand and Vietnam remain strong competitors in the global rice market.
  2. Sustainability: Erratic monsoons and water-intensive rice cultivation practices pose risks to long-term production.

Looking ahead, India’s combination of robust production, strategic policymaking, and competitive pricing positions it as an enduring leader in the global rice trade.
